Do you think Trump is trying to get the States to spend all their reserves on Food Stamps so they will be more vulnerable?

As a Licensed Medical Massage Therapist I contracted COVID 3/3/20. I did not have healthcare because I was unable to work.
I did not get Unemployment because I was considered a small business. I lost my retirement, savings, and am now in debt. I am still suffering financially&with health issues.
