Enacted last October, a new DC law requires open captions at a minimum number of film screenings. I looked into what that entails in practical terms, interviewing members of the Mayor's office for additional insight.

Most theaters in D.C. must now have a certain number of open caption screenings for new films. How and when the city will monitor and enforce that law remains an open question.

The difference between closed captions and open captions: Closed captions are on a separate track that can be turned on or off. Open captions are captions that are burned into the video, so that they are always showing. The viewer cannot turn them off.
