Bill Skarsgard can still voice it. It can still talk, interact with the protagonists. It can still have some subtly clownish flourishes for style. But don't be cowards about it!
The appeal of IT is that it's ALL the monsters. It's EVERYTHING in the darkness. If we downplay that and just make it a clown that sometimes turns into other things, then it just loses something essential.
