I think on top of everything people have said: Luthor works when he's a special case as someone who really is that smart and if you took Superman away he'd maybe not be so bad. Norman is kind of the epitome of a shitty businessman so he's always going to have that skeevy element to him
Lex Luthor works as a temporary hero in a way Norman Osborn just doesn't and I can't really articulate why
