Big slap in the face to law enforcement.
Most states don’t have the tax base and budgets to handle large disasters. Nor do they have the capacity they can get from Federal agencies. This will disproportionately negatively impact smaller states. Reforming is one thing. Getting rid of FEMA isn’t the right solution.
Trump: "I'll be signing an EO to begin process of fundamentally reforming & overhauling or maybe getting rid of FEMA. I think, frankly, FEMA is not good. When you have a problem like this, you want to use your state to fix it & not waste time calling FEMA..I think we're gonna recommend FEMA go away"

This is a very interesting proposal and one that should be seriously considered as Japan is one of our strongest allies in Asia facing (along with their neighbors, South Korea) the challenges of a much more assertive PRC.
