We are where we are now largely due to repeated attacks on democracy from the Democratic Party, including rigging primary rules to get more conservative candidates since the 1980s & more blatant intervention in 2016, 2020 & 2024. Without this Trump would have never been elected.

Of course a Democratic think tank is going to argue against abolishing ICE. Just like how Biden increased spending on ICE over the objection of human rights groups and Harris campaigned saying she would further increase ICE.
