Did the 14th Amendment intend to exclude unauthorized immigrants with, “…subject to the jurisdiction” of the US? There was no such thing in 1868. The first federal law limiting immigration wasn’t until 1882, and no aspect of immigration was criminalized until 1929. “Open borders” was US policy.
