Besides, Vivzie said the only way to defeat Lucifer is if he was smited by an angel higher ranked than him. That's probably the case for the council overall. If that's still canon, Vox is in for a real wake-up call.

I think Alastor is mixing up "most powerful sinner in Hell" with "most powerful being in Hell." He'll never hold a candle to Lucifer if he couldn't handle Rosie or Adam. Powerful sinner, sure, but he'll still be beneath the elite.
