It seems the DCA (Reagan National) controllers routinely have the outbound PATs (Blackhawk call sign) fly below the flight path for the inbound planes for runway 1. This causes frequent TCAS (collision avoidance system) alerts.

Surely they can find a better flight path for the outbound PATs!
