i used moho (it was real cheap a few months back) but I think most vector animation programs can do that

the tl;dr is
you draw with vectors & then you move the little dots around until it looks ok
do that w/ smart actions and you can layer things on top of each other (for example here she looks up, blinks, and rotates all at once)
