When you agree to pass 5 of 6 appropriations bills, then you later agree to pass funding for everything that is in the 6th bill except for one agency (ICE) that has already been prefunded in a previous bill, you are giving up every bit of leverage you have and selling out.

Effectively losing the professional federal civil service is a very bad thing.
