If someone put a neuralink or another implant that influenced the brain like speech, motor control, etc. in during their surgery because their oral surgeon was being blackmailed, what would happen. Would the FBI be able to do anything?

The person would sound like a conspiracy theorist and they wouldn't be able to speak on their behalf, if the person even let them live. It would take several months for them to recover enough to even slightly write properly.
It would require someone with security credentials most likely but still.
