About 3.2 million people live in Puerto Rico as of 2025, down from a peak of 3.8 million in 2004. One reason for Puerto Rico’s declining population is that more people are moving from the island to the mainland U.S. each year than in the other direction.

Puerto Rico has its own constitution but is also subject to federal law, like U.S. states. People born on the island are U.S. citizens, though residents can’t vote in federal elections and have very limited representation in Congress.

Border Patrol encounters with migrants crossing into the U.S. from Mexico have fallen to their lowest level in more than 50 years.

The decline in encounters follows a series of policy changes on both sides of the border during both the Biden and Trump administrations.

While confidence in Trump to act ethically in office was already relatively low last February, it has declined 8 percentage points over the past year. Nearly all of that drop has come from Republicans.
