This isn't a bad policy but if anyone thinks it's anything more than the equivalent of a couple of coins down the back of the couch, they're kidding themselves. That's why they don't have any estimates.
It's probably already happening on visitor visas.

I enjoyed tonight's debate. Great to see Luxon being pulled up on the platitudes and bizspeak and good to see Chippy firing back and not being so overly polite.
But I've got to admit Paddy forcing policy to be made on the hoof doesn't feel right to me. E.g. bowel screening.
