The right response from Biden to Russia using that missile on Ukraine today should be to send a THAAD and several Patriot air-defense systems to Ukraine with crew.
Like they did for Israel.

Time for Europe to demonstrate some leadership and take some action. Deploy some troops and close the sky would be a good start. Hopefully the US would follow this good example.
