Think of what conditions the “empire” put on those who joined their military ranks. All sources of media growing up telling them the empire is amazing and the “rebels” are evil. Honor and glory to be found serving the empire, or you may end up working the spice mines of Kessel.
I remember watching Star Wars as a kid and asking myself, who would voluntarily join the dark side? I understood Darth Vader's motivation, but not the stormtrooper's.
