Looking at the values and levels 11-39 seem to be the best, alongside 99. First number is Mario, second is Luigi.
Levels 27 and 29 give the bros the most HP, while 26, 28, 29, and 32 give them the most attack. So if you wanna make the bros as jacked as possible, level 29 seems like one of the best.

In Super Mario Sunshine, the differences between surfing Bloopers are presented as a tradeoff between speed and handling, appearing to not have any clear advantage over each other. However, this is not true, and the green Blooper is actually OBJECTIVELY SUPERIOR to the other two.

In Super Mario Odyssey, kicking things is Mario's highest priority, overriding all other actions. If a kickable object, such as a football, is thrown at Mario while he is asleep, he will momentarily wake up just to kick it before instantly going back to sleep.

Artwork used internally at DIC Entertainment during the production of the Super Mario World cartoon, replacing Marge Simpson with Mario. According to a former DIC employee, this was made due to an inside joke at the studio, though the exact nature of the joke has been lost.

Super Mario World has an extremely eclectic art style whereby many enemies are drawn in completely different ways. Development files reveal Mario went through many stylistic changes; it is possible that all the enemies were made to fit Mario, but at different points in time.
