The first person who came to mind for me: Takuma Sato. Colton Herta can't be ignored. Ryan Hunter-Reay is already off the board. Conor Daly?

FWIW: I think Makhachev would fight Topuria at welterweight, but he’s more likely to move up (again) to middleweight (three-division champion?) than return to lightweight.

I fear it's over for Islam Makhachev at lightweight and we'll never see him fight Ilia Topuria. That'd suck. I hope I'm wrong but we'll see. My guess: UFC moves up its next PPV in Perth to October, headlined by Makhachev challenging Jack Della Maddalena for the UFC Welterweight Championship. #UFC315
