Left unamended, the Employment Rights Bill (which gives guaranteed hours to a qualifying ZHC worker after the end of every reference period) would pretty much destroy the ability of universities to have PGRs doing teaching

Yes indeed. Redundancies and course curs sweeping through the sector in anticipation of the caps. The VCs jumped the gun. It appears 'never waste a crisis' was the driving factor. Will these job losses and cuts be reversed?
