I think the I've seen to this was the British computer gaming scene, in the 1980s/early 90s, where people, usually working other jobs, were just publishing and developing their own games in their own bedrooms, sometimes with their mates, on crappy computers.

Basically, Sista Ackordet, apart from two songs on some comp in 1981, recorded Christmas 1980, was their last album, recorded mid 1980.
Think Zen Arcade meets KSMB's Aktion, personal lyrics with some new wave, post punk, hardcore and even proto-post-hardcore stuff, if you could believe it.

Below is the art to their 2nd record, the Das Jazz single. Fast and fuzzy.
