Ohio's ISPs/2
Graduates of the Industry Sector Partnership programs are a Common Pool Resource. However, ISPs require the commitment of company resources, creating a workforce version of the tragedy of the commons. We developed measures of Ostrom's CPR principles, applying them to the ISPs.
