Why do I keep coming across news articles on ongoing conflicts promising agreements that are on the verge of ... well, not materializing!.

The hands of time seem to be in a slow motion in the struggle to liberate Zwarte Pieten from their Sinterklaas servitude in NL. A municipality (out of many) is reported here to have threatened not to issue permits if processions included black-faced pieten
