A segment that is suffering because of a problem Trump created with his tariffs. Farmers lost soybean and beef markets because of Trump. See the pattern: he starts a fire at our expense through feckless carelessness, and then spends our money putting out his fire.

But this short-term handout to farmers won't fix their long-term problem. They still have lost markets to China and others thanks to the person they voted for. That would be Trump.
