it would not surprise me in the slightest if illuga had snagged this off one of the fatui ships docked all over nod krai considering his squad does get into altercations with fatui and the fatui share a similar space age slash "60s tv idea of future technology" aesthetic with the lightkeepers
i find it interesting that illuga's lantern is a searchlight, or more accurately a naval signal lamp (also called aldis lamp) which would have made use of the shutters to transmit morse code from ship to ship
