That's how it works.
We already have these arrangements with other European nations, just not rUK.

There are other European countries where Scots can effectively exchange students and on balance neither pay fees. (reciprocation)

John Swinney & Farage are correct, but Sarwar should be replaced with Starmer and that Tory guy I can't be bothered to look up his name should be replaced with Olukemi Olufunto Adegoke Badenoch.
