CM Vo speaking against. Asks what happens when we lose local control for these vehicles and others kidnap our neighbors and people that look like her.

Brings up example of ppl kidnapped from their homes bc of how they look or having a similar name. Do we need these vehicles?
CM Allen makes painful analogy that just like we wouldn’t stop taking state money for education, we shouldn’t turn away this money.

We have four more resolutions that the Mayor’s office put in to try and give MNPD more cameras and militarized vehicles—one of which is apparently made from a Wonder Bread truck?

Dilluvio in BAP Solidarity Network says Mayor’s office doesn’t care about us. Notes that activists have been mocked and ignored by some CMs in concerns about surveillance and militarization.

Ppl are saying that CMs and Mayor are deliberately gentrifying Nashville and pushing out residents.

Lots of folks still here for this one.
Asks for this to be deferred to first meeting in May. Wants more community engagement.

All ordinances deferred.

Next items moved forward come from CM Preptit.

Lots of folks leaving now that Buchanan Street resolution deferred.

CM Preptit’s resolution applies a historic overlay, which would limit building materials in some properties N of Shackleton Rd.
Says that it doesn’t affect existing businesses or create a curfew. Only applies to future uses + expanses.

Objects to complaint that it hurts Black businesses. Describes it as being intentional, “strikes the right balance.”

“It allows Buchanan Street to grow, but in a way that helps community.”

Two of these resolutions by CM Taylor adds an overlay to North Nashville on Buchanan St. A companion bill accompanies.

CM Taylor asks to defer public hearing to a future meeting, with comment.
Resolution passes on a voice vote.

VM Henderson notes some items are being pulled off agenda by CMs. She’ll be pulling these items forward out of expectation of public controversy.

CM Kupin speaking, citing how many committees and how much time this took. Seems to be in response to the last complaint.

Says that they're on the clock with state law. Feels that this unnecessarily tightens the process (wants to look at state law), but thinks this is a good amendment.

CM Sepulveda says that if NDP does spend money without Council oversight, that they're not a good partner. She would want to make sure that they don't receive any more public money.

Says that going around Council was a bad idea—this public outrage is what happens.

CM Welsch notes that CMs have a lot of power in this, even though it can seem like they don't.

NDP doesn't act in a vacuum. None of this does. They also depend on Metro for things. Notes that in being bad parters, there might be things NDP would regret happening.

CM Kupin says that he's spoken with NDP many times. Thinks more time to clear up would help. Says the problem has been lack of clarity from Metro government. Hopes that they would be parters and work with Council.

VM Henderson notes that it's on the record now and that NDP can email the Council accordingly.

CM Welsch introduces a motion to defer and have a public hearing. (Jan 20, Jan 28th, respectively)

Notes a public records request was put in, which she needs time to review, and the public needs time to review.

Public now responding positively.
CM Nash: "By approving this resolution, we're not approving everything in it."

CM Sepulveda's late amendments prevail on a voice vote.

More clarification from Director Darby: CM Sepulveda was just intended to remove the CSC camera language, but wasn't intended to remove items from CM Toombs.

Darby suggests amending the amendment to get rid of confusion.
Per CM Allen's questions: Darby notes that CM Sepulveda's amendment removes CSC items, and that it keeps language in CM Toomb's Amendment 1.

CM Allen confirming whether language addressing street racing remains. Darby notes that language was intended to be included, so it can remain.
