in a similar direction, @martinreinhart.openbiblio.social.ap.brid.gy and I recently published a pre-print on the governing of science through research evaluation which is crucially arguing for accounting for the politics of evaluation and a global comparative approach.

really important piece on how metrics can be used as instruments of repression & undermine academic freedom, intellectual diversity, and public responsibility!
However, I would argue that they are also controlling in democractic settings and no see systems as a binary distinction.
