Having worked in this field for 25 years, from Firewall engineer to Security Architect, I do not agree. There are frameworks of how hacking techniques work (MITRE ATT&CK) and what can be done, specifically, to prevent them. Configuration changes ARE tested, often using attack traffic generators.
There was no science behind the config, no testing, or measures, or analysis of its effectiveness. Moreover, the deep knowledge of how firewalls function got lost in the ever-increasing ocean of data defenders have to manage. This is the crux of my point, cybersecurity is more art than science.
