Open letter by European Commissioner for Enlargement Marta Kos recognises that currently there are no conditions for an inclusive dialogue within Serbia. But fails to answer how did we get here. Also lacks offer for mediation and meaningful EU involvement in breaking Vucic's authoritarian grip.
