During asylum processes, detention must be strictly justified by grounds clearly defined.

Even when such grounds exist, *alternatives* to detention must first & foremost be considered.

Check the EU Asylum Agency’s manual: euaa.europa.eu/sites/defaul...

Alternatives are often as effective.
