Because he created the very environment in which that *must* happen in order to fix things.

Okay so the caving on the shutdown fight isn't great, but it isn't a complete unmitigated disaster and leaves Dems in mostly the same position as they are now.

1. It only lasts until Jan. 30
2. If the GOP welches on the ACA vote, or votes against it, that's real ammo.
3. May not even pass.
