We need to recognise the systemic change and the extent of the response needed. Much more serious than the pandemic and fiscal 'rules' inappropriate for such a time.
Choices are:
- a pause for Russia to recover economically and rearm, US security guarantees in Europe weakened, more war
- large expansion of democratic Europe's military power, Ukraine's economy strengthened and its army resupplied
