This is the Lloyd Rees Fountain, named after the Australian painter. It's also known as The Matrix fountain, as seen in the movie. It's in Martin Place, which is also eponymously named

Could be almost any river at low tide, but this is the Cooks River so named after the explorer James Cook who first saw it in 1770, along with some rubbish to reflect its history.
