The 2040 agreement in the Envi Council is a disaster for emissions reductions in heating and transport - responsible for over one third of EU emissions. We have a plan with clear responsibilities and enforcement - the Emissions Trading Scheme ETS2. Now EU ministers are calling for a delay by a year.
