Ok hear me out: What if "Operation Metro Surge" is defined by Minneapolis city limits?
Right now, we see NO reports of ICE in Mpls city proper, but MN suburbs & outstate are still as active as ever. It's like they drew a line around Mpls only & are just avoiding Mpls city limits.
