Trump is threatening to prosecute those who don’t go along with his plans—legal or not, consistent with state policy or not, part of their job or not. The message is, bend your will to the leader or else. That’s autocracy.

…This could have provided some much needed financial relief to those battling life-threatening and fatal diseases - like my brother who battled ALS for 7 years before his death; or, my other brother who died of AIDS at 28.
