Regarding Noem's announcement, there is a legal Conflict: The U.S. Refugee Admissions Program (USRAP) is generally reserved for those abroad. Those already in the U.S. typically apply for asylum, which is a different legal process with a much higher backlog. From TPS to refugee within US, works?

Update on Venezuelan TPS Status-Secretary Noem confirmed on Fox News Sunday that all Venezuelans previously under TPS have the opportunity to apply for refugee status.
