When I was 18 or 19, my friends would do a thing where you breathed in and out really fast and then you would hold your breath while somebody squeezed you from behind in the Heimlich position and it would make you pass out for 15-20 seconds and we would all laugh and then do it again. For fun.

I have a probably stupid question. What happens to the money taxpayers contribute to SNAP benefits if the benefits don't get paid out? Does it just get absorbed by the (*system*)? I don't get it. I'm still paying the same taxes. My return isn't going to increase.
