📣 Our statement on the South Bristol Liveable Neighbourhood

The public have made clear there is not enough support to justify ‘modal filters’ in Southville and Windmill Hill. Many say it will be disruptive to their day-to-day lives, and many more think it’s unnecessary. As it stands, the plans are, at best, very divisive.

Residents want what’s best for their community. Their concerns are far from ideological - they are well-informed and reasonable. We remain concerned that installing roadblocks in a neighbourhood that already has relatively low levels of traffic will create more challenges than it solves.

We have put forward a proposal to reallocate the £900,000 set to be spent on developing this scheme further towards alternative measures to improve road safety and active travel in BS3, the specifics of which will be guided by the views and priorities of the local community.

The Green Party’s attempts to sideline local voices, such as when they tried to block a valid petition against the road closures from being heard, risk setting a poor precedent. Residents must be put first. The council should go back to the drawing board and co-design solutions with the community.

Today, we will vote against further spending on the South Bristol Liveable Neighbourhood so the funding can be invested in other road safety measures in the area instead.

📣 Our statement on the plans for Park Street

Bristol Labour’s position on the Park Street proposals

This Thursday, the Transport and Connectivity Committee will vote on plans to install a bus gate on Park Street, closing it to through traffic.

This follows a period of negotiation between the West of England Combined Authority (WECA) and Bristol City Council over the funding arrangements. Despite offers of a compromise from WECA over a trial period for a bus gate only at peak times, the Green-led council has rejected this, seeking to take forward their original proposal and fund the majority of it through Clean Air Zone charges.

We remain concerned about these plans. Modelling commissioned by the council shows that closing Park Street will worsen air pollution outside of the BRI and the Children’s Hospital. We consider it unconscionable that this council would take steps to make air quality worse where some of our most vulnerable children and adults access specialist healthcare in this city.

We want cleaner air across Bristol, especially near our hospitals. Putting the brakes on the Park Street scheme frees up £5.3m of funding from the Joint Air Quality Unit for different measures to improve air quality. The council has a shortlist of other options on the table, including improving financial assistance to get more polluting vehicles off our roads and replaced with cleaner alternatives.

Not proceeding with the Park Street plans would free up a further £8m of Clean Air Zone charges for investment elsewhere. We have put forward a proposal to spend it on:

Commissioning new bus routes or improved frequencies of existing ones
Unblocking every drain in the city, audit them and put in measures to mitigate flooding in future
Tripling the road marking repainting budget
Installing solar lights on dark active travel routes
Replacing bus stops that have been removed
Improving cycling and road safety
Filling more potholes

When you weigh up the benefits of our proposal against the Park Street plan, there’s a clear winner.

On this basis, we will vote against the Park Street proposals.

Our statement on the flags unlawfully attached to lampposts 👇

The Union Flag and St George’s Cross are symbols of shared identity - one which everyone should feel proud to stand behind. As our national flags, they should have pride of place on public buildings and honoured locations with the consent of local communities, particularly for key national days. They are a display of British values. They should bring people together, not divide them.

We know that many residents have proudly flown our national flags at their own homes and have done so for many years. We agree that celebratory or commemorative displays of flags, which show support for one of our national (or local) sports teams, national events such as a royal wedding or for Remembrance Sunday, brings us together. On private property, we encourage this.

However, other councils have been clear that displaying flags on the public highway is unlawful. They can pose a safety risk to road users, particularly if they become loose, obstruct visibility or have the potential to cause a distraction. This includes on lampposts.

Context is crucial. The more recent ‘Raise the Colours’ movement was co-founded by someone with connections to Britain First, a far-right, nationalist movement. We are clear, supporting the flags being flown does not make someone “far-right” or racist. We also recognise that many may not be aware of this or the impact it is having on others in the community.

Since the start of this movement, we have heard from residents who have said flags flown in this climate have made them feel unwelcome in their own community. Likewise, we have heard from people from migrant backgrounds who feel deliberately targeted by having flags flown directly outside their homes. Public spaces belong to all of us, including those who have been made to feel unwelcome by the flags.

In recent months, we have also seen hate crime incidents increase. Among them, this has seen a nine-year-old racially abused and shot with an air rifle in Brentry, a racist attack on two men in Lawrence Hill, and Islamophobic graffiti on a bus stop in Bedminster.

Bristol is home to over 500,000 people from over 187 different countries. That’s something to be celebrated - it’s what makes Bristol, Bristol. Every single one of our residents has a right to feel welcome. We must carry out further meaningful work on community cohesion, exploring how we best celebrate identity in a way that brings people together.

Now is the time for this city to show strong and decisive leadership. We are a City of Sanctuary where we seek to create a place that is welcoming for all. The approach to flags so far has been inconsistent and lacking a clear strategy, allowing the issue to fester and cause division for far longer than it should have done. The Labour Group believes that the leadership of this Council needs to step up, adopt a city-wide approach, and get the flags that have been placed unlawfully on lampposts taken down.
