A federal judge has rejected sanctions against Oklahoma’s Department of Mental Health and Substance Abuse Services for not fully complying with a consent decree.

He did, however, admonish the department for its slow progress.

The Oklahoma Pardon and Parole Board voted to recommend clemency for Tremane Wood, who was sentenced to death for the 2002 stabbing of Ronnie Wipf.

Wipf’s mother and the surviving victim have spoken out against Wood’s execution, Wood’s lawyers said.
