Congress must continue to leverage spending power and fight impoundment. This includes urgent updates to the Impoundment Control Act to require the President to spend all congressionally authorized funds, and expand oversight over the executive branch.

The recent spending fight over ICE could be a sign that Congress is getting assertive in defending its power of the purse.It has ceded this power for decades, a process Trump accelerated. Spending power is a major way Congress can and should exert leverage in its fight against executive overreach.
