To make a long story short:
1) FSB selected Witkoff as the lead US negotiator for the appointment.
2) Then, Putin and Dmitriev briefed him about the Russo-Ukrainian war and the Russian goals he should help achieve.
Everything in this story is remarkable, besides this part:
