Indeed. I don't think IDNs will be viable until that is the case.
Ideally, no user would ever see the internal punycode, which is pretty impenetrable. Nor the internal bytes of utf8.

There is a proposed draft UTS #58 Unicode Linkification, with the goal that links applied to plain text don't fail for non-ASCII characters, such as:

"The page ja.wikipedia.org/wiki/%E3%82%... contains information about Albert Einstein."
