A big question now is: why isn't FEMA in western Alaska?

Because they have not been deployed.

Gov. Dunleavy has requested a federal disaster declaration, and Alaska is waiting to hear back.

In the meantime, it's all local, tribal and state led relief efforts.

Important context for out-of-state folks: all of these communities are off the road system. Think about all the struggles communities face to evac in more typical situations when you can drive some place safe, and then imagine there's no road and no flights. That's what we're talking about here.
