Do you want to be closer to God? Then GET closer. God's already pursued us all the way to the Cross; it's time for us to reciprocate.
If you want Him to talk to you, then just start talking to Him.

They've rejected Him, and He misses them terribly, as parents often do. Loving them is a kindness to God's poor broken heart.
