Congestion pricing just means you pay cash for the privilege of taking up space on shared roads rather than paying in time stuck in traffic.
You didn't say that in as many words. I admit misinterpreting because I'm toggling to a different "fuck rural America" tab of skeets. However, you are talking about "reducing car dependency", which will inevitably infringe on the right to travel. Congestion pricing on public roads is exactly that.
