Has #DoctorWho always been political?
Yes & no. More no than yes actually. Even in the Pertwee era, tales like Spearhead, Carnival, etc are not political.
However a good example is anti-capitalism parable Colony In Space (OTD in '71): much more subtle than RTD's clumsy preaching.
