So a cat 5 major hurricane hit Jamaica. Thankfully not Kingston directly, but I think everyone down there knows what the damage is. I wish them the best of luck.

Well, the EBT network acts like a P2P application for each state that continues to want to participate. This way, you can use food stamps for one state in another and it still works. If funding is ripped from it, it boils down to which states can continue to provide support independently.
