Boss design is all about purpose. What is the purpose of the boss encounter? What are you trying to do? A boss encounter doesn't just put an end cap to a dungeon or session, it's got to mean something!

Have a party with mixed levels? Try separating them during an important fight! The scary boss can keep the higher levels busy, and the lower levels can hold off waves of minions! Keep it narrative!
