In the late 350s, Julian- before he was Emperor -had jurisdiction over Gaul (France) & had a revenue problem. The middle classes were tapped & could pay no more tax. So Julian CUT taxes by 2/3 but CLOSED LOOPHOLES the Rich used to avoid paying taxes.
